The asphalt paving scam artists are out-an-about causing havoc to unsuspecting citizens all across Colorado. We have had reports from Wheatridge, Lakewood, Conifer, Evergreen, Unincorporated Jeffco, Adams County, Larimer County and the Steamboat Springs area. The approach is very similar, no written contract, the sales pitch of left over asphalt, cash payment, door-to-door salesman, etc. and poor quality work! WHO IS CAPA? The Colorado Asphalt Pavement Association (CAPA) Is a nonprofit trade association representing the hot mix asphalt industry of Colorado. Over 230 organizations are members of CAPA, making it the voice of the asphalt industry throughout the state. CAPA has grown to include both producer and user organizations. Fifty cities, towns and counties have become members of CAPA and make use of the technical assistance available through the association.
