TRAINING & EDUCATION

Unique to nearly all other State Asphalt Pavement Associations, CAPA employs a full time instructor, operates the Rocky Mountain Asphalt Education Center (RMAEC) and administers the Laboratory for Certification of Asphalt Technicians (LabCAT). The RMAEC facility includes a classroom and a fully operational, asphalt mixture laboratory. The education curriculum includes courses on Asphalt Mixture Design, Quality Control/Quality Assurance (QC/QA) Testing, and Asphalt Construction, Inspector and Paving Personnel Training and other classes throughout the year. Discounted rates are given to all CAPA members.

TECHNICAL ASSISTANCE

The Annual Rocky Mountain Asphalt Conference & Equipment Show is co-sponsored by CAPA and is considered to be one of the most informative meetings of the construction industry. CAPA is available to assist with technical issues such as RAP, Porous HMA Pavaaments, Edgeline Cracking, etc.

• Technical bulletins have been developed and made available to CAPA members on the following subjects: use of asphalt release agents, warm mix asphalt, porous asphalt, understanding asphalt binders, and understanding asphalt mix design – Marshall versus Superpave.

• CAPA initiated discussion with a number of agencies and organizations including CDOT, MGPEC and others regarding the benefit of increased use of recycled asphalt pavement (RAP). Joint efforts has led to increase use of RAP.

• The joint CAPA/APWA Asphalt Technology Scholarship Program has awarded scholarships to more than 109 individuals who have attended the “Short Course in Asphalt Technology Course” at NCAT in Alabama.

• Worked diligently to educate owners, agencies, and consultants on the supply and availability of asphalt. The following resources were developed;
• An Advisory entitled Asphalt Price Increases Felt Industry Wide
• A Technical Brief entitled PG Binders – Taking the Mystery Out of the Numbers
• An Editorial/Opinion by Tom Peterson was published by the Denver Business Journal.
• Developed a perspective entitled Asphalt Price & Supply,

The Colorado Asphalt Pavement Association (CAPA) is closely associated with the National Asphalt Pavement Association (NAPA) and The Asphalt Institute to provide its members with the latest and most current information at the national level. CAPA works closely with these and other groups and associations to further the interests or our industry, its customers, and the motoring public.

INFORMATION SHARING

The High Road is our bi-yearly Newsletter sent to more than 1,000 readers as an insert in the Colorado Public Works Journal and provides information and instruction on new specifications, construction techniques, materials, and training opportunities. In addition, each CAPA member receives regular informational e-mails that keep them current on new technologies and upcoming meetings. "All Industry Open Meetings" are held on a regular basis and are open to all members. The meetings provide an excellent forum for contractors and suppliers to meet with agencies to discuss current issues affecting the asphalt industry and to hear guest presenters discussing new technologies or experiences with asphalt pavements.
