• The RMAEC/LabCAT Program continues to grow in value to the CAPA membership. A Summary Report indicates that great benefit is being received from the program. Over 95% of the record number 270 certification course attendees indicated that the quality of the program is either VERY HIGH or HIGH. In addition, nearly 100 inspectors were certified in the new Asphalt Inspector Certification Program. The Training Center was renovated and upgraded in 2005 and has never looked better.
• A one day “Short Course in Asphalt Paving Best Practices” course was developed and introduced for Producer Members in 2005. The course is provided at no cost and is conducted at member company facilities. Twelve member companies scheduled the course in 2005 and very good feedback was received. Key aspects of the course are best practices for laydown, compaction, joints and segregation.
• The 12th Annual “Best in Colorado” Asphalt Pavement Award Program was a success. An excellent Award Judge Team was assembled and a near record 75 projects were nominated for awards with selections made in 13 categories. The award winners were featured in Colorado Construction magazine. The Award Dinner was a highlight of the CAPA calendar with record number 320 attendees.
• The CAPA/APWA Asphalt Technology Scholarship Program funded five excellent candidates to attend the NCAT “Short Course in Asphalt Technology” at Auburn University. Attendees were from the City of Colorado Springs, City of Golden, City of Grand Junction, City of Lakewood, and City of Littleton.
• Progress was made in 2005 on several specification efforts with CDOT. 2005 saw the completion and pilot implementation of the QA Dispute Resolution Specification, improvements made to the DBE requirements through a CAPA led Work Group, changes made to the milling specs. a revamped fuel cost adjustment specification, and discussions with CDOT management on the quality vs. budget issue.
• CAPA added 23 new member organizations in 2005. Our 200th Member was added in November. CAPA has doubled in membership size since 1998. 2005 saw a 100% Producer/Supplier Member retention or better for the 8th straight year.
• The asphalt position was strengthened on the pavement type selection for the widening and reconstruction of major corridor pavements. A 10 year warranty project was constructed on US24 in Region 2. The one way asphalt, one way concrete project was built on Powers Blvd. in Colorado Springs. The polymer modifier study was completed that showed a 30% improvement to performance. CDOT received a 2005 Perpetual Pavement Award for US85.
• Progress was made in increasing the amount of agency work performed by private industry. The City of Colorado Springs agreed to contract out for the alley paving of the PPRTA in 2006, CDOT Region 5 did not purchase a new HMA plant, the City and County of Denver has agreed to contract out for 100,000 tons of HMA supply in 2006, and a coalition of associations led by CAPA has been organized to address the off-tribal property construction operations of the Ute Indians.
• The image of the asphalt industry of Colorado was strengthened in 2005 through our efforts to support the Vote Yes on Referenda C &D campaign; the continued pro-asphalt radio advertisements on 850 KOA Denver Broncos broadcasts; a series of image building meetings with Director of Environment Doug Benevento, and the development of a comprehensive “The Use of Asphalt Pavement for Colorado Roadways” document that was submitted to key decision makers statewide. In addition, Tom Peterson completed his term as Chairman of the State Asphalt Pavement Associations (SAPA) Executives.
• In an effort to reduce the extent of variability of gyratory compactors, the RMAEC hosted two seminars in 2005 entitled “The Maintenance and Repair of the Troxler/Pine Gyratory Compactors.” Approximately 45 QC and QA personnel of member companies and CDOT participated and excellent feedback was received. In addition, CAPA secured $3,500 from the FHWA to purchase both the True Mold Angle (TMA) Indicator and the Mold Diameter Verification Equipment test equipment. The equipment is being used on a check-out basis to ensure the proper calibration and use of compactors.
• CAPA took a lead role in the planning of the 32nd Annual Rocky Mountain Asphalt Conference & Equipment Show. The show attracted 1,300 participants (1,000 attendees, 300 staff, exhibitors, etc.) and very good feedback was received. The equipment show was expanded and the plant tour and the sessions were well attended. Good feedback was also received on the Asphalt 101 Educational sessions.
