• In October and November, CAPA partners with the CDOT Management to ensure an overlay program in 2002. Due to a lack of state revenue, the 2002 overlay program was in jeopardy until an innovative "Phased Funding" specification could be developed jointly by CDOT and CAPA. The spec. will allow the 2002 overlay program to be advertised starting in Jan. 2002.
• In April our new "Guideline for the Design and Use of Asphalt Pavements for Colorado Roadways" was published and is quickly becoming the premier hot mix asphalt reference to practitioners throughout the state. Over 450 have been distributed and the APWA, CARSE, the Asphalt Institute, and MGPEC have endorsed its use.
• We registered a 100% participation level from our producer members in the innovative Compass Project. The project is a joint effort between the state Air Pollution Control Division (APCD) and CAPA and is a one-of-kind alternative air quality compliance assurance program for hot mix asphalt production facilities and is offered exclusively to CAPA members.
• The use of hot mix asphalt to reconstruct and widen major highways in the Colorado Front Range took a major step forward in 2001 with the completion of a 10-year warranty pilot specification. Also, a HMA performance report developed by CAPA is resulting in a positive change in the CDOT life cycle cost analysis.
• The joint CAPA/CDOT Asphalt Industry Forum (AIF) is becoming a model across the country and 2001 was a record year for achievement. Several task force efforts came to completion including Segregation - Part Longitudinal Joints, Intersections, QC for Pay. In addition, four new task forces were kicked-off in the fall. Namely, Lottman Testing, Field Testing Management, Testing, Compaction Test Section, and Mix Workability/Binder Quality.
• The joint CAPA/CDOT/CSU Asphalt Technology Oversight Work Group has led to asphalt technology becoming integrated within the undergraduate civil engineering curriculum at Colorado State University. The year concluded with the development of an Memorandum of Understanding between CDOT and CSU for establishing an asphalt testing laboratory at CSU.
• CAPA moved into a new frontier in 2001 by retaining a media consultant to improve the image of the industry. A comprehensive historical report was developed that highlights quality achievements. In addition, successful media efforts on "beware of the paving scam" and the success of asphalt on E-470 was held.
• Our new "Hot Mix Asphalt Construction Course - En Espanol (In Spanish)" was unveiled in January to rave revues. Several courses were held throughout the year and we have received excellent feedback from those who have attended.
• The 28th Annual Rocky Mountain Asphalt Conference & Equipment Show was held in February with over 1,000 participants and a sold out 40,000 ft equipment show.
• A first-ever CAPA/FAA/Asphalt Institute training seminar was held in March to industry and agency practitioners. The seminar presented new technology and best practice information on the design and construction of airport pavements. The joint CAPA/FAA/Airport Consultant Work Group developed the seminar and meets periodically on asphalt related issue.
