Frequently Asked Questions (FAQ’s)

Question:  Can an asphalt overlay be placed over a roadway with an existing chip seal?
Answer:  Placing an overlay on a road with an existing chip seal surface is not unusual and for some standard practice. The tack coat is the most important issue.  Get it even, apply it at the correct rate, use the proper materials, make sure it is set and make sure the surface is clean and dry before you start.  No problem.   • ISSA to expand membership

    Thursday morning, February 21, marked the best-attended ISSA Annual Business Meeting in recent memory. Forty-five people were in the room, representing 28 voting member companies. They didn’t come for the committee reports, or the membership report, or the Treasurer’s report; they came for the vote on the proposed bylaws changes which would give ISSA the go ahead to expand its scope to include the chipseal and crack treatment industries.     Rising Oil Prices, Highway Funding Lapses Underscore Pavement Preservation’s Advantage

    The price of crude is at record highs, highway budgets are signifi cantly
    down, and there are concerns that the U.S. economy is slipping into a recession.
    I am asked all the time how that will affect the paving industry. In the past, when we have been faced with this situation, many highway agencies would cut maintenance budgets to protect funding for capacity projects.

    Midwest Partnership Ponders Status of State Preservation Programs


    PARTNERSHIPS
    The Midwest Pavement Preservation Partnership (MPPP) held its annual meeting in Missoula, Mont., Oct. 24 and 25, 2007. In the two days preceding the meeting, delegates attended a Sealer-Binder Study Seminar moderated by Gayle King on behalf of the Foundation for Pavement Preservation, and two concurrent training sessions.

    ARRA/FHWA Partnership Meeting Leads to New Ideas….

    In late March, an ARRA delegation visited the new headquarters of the Federal Highway Administration in Washington DC, for a focused two-hour meeting. Representing ARRA were: Dave Cannon, President; Mike Polak, Past President; John Rathbun, Past President, Government Relations Chairman; Mike Krissoff, Executive Director; and Steven Muncy, Technical Director. Representing FHWA were: King Gee, Associate Administrator for Infrastructure; Butch Wlaschin, Director, Office
    of Asset Management; Pete Stephanos, Director, Office of Pavement Technology; Jason Harrington, Office of Pavement Technology; Joe Gregory, Office of Asset Management; John Bukowski, Senior Pavement Engineer, Office of Pavement Technology; John D’Angelo, Asphalt Team Leader, Office of Pavement Technology.
