WARM MIX ASPHALT AVAILABILITY & RESOURCES – CAPA’s Research Engineer Denis Donnelly has developed a brief document entitled Warm Mix Asphalt Availability & Resources.   The document briefly explains warm mix asphalt, its use, and contact information for the different types of warm mix asphalt technology.

MESA COUNTY HITS THE FRONT PAGE USING RAP
The lead article of the July 30 edition of the Grand Junction Sentinel was a story on the use of recycled asphalt pavement (RAP) by the Mesa County Public Works Department. 
Mesa County figures it'll save greenbacks by going green was the title of the article that compliments Mesa County’s government for seeking ways to go green and at the same time save some green.  The article gave positive marks for the county staff for saving natural resources and optimizing the use of RAP in county mixes.

UPDATE ON THE USE OF RAP

THE BENEFIT OF USING RECYCLED ASPHALT PAVEMENT EXPLAINED
The CAPA Marketing Committee has published a document entitled The Benefit of Using Recycled Asphalt Pavement (RAP) .  The document includes information on technical resources, the FHWA policy on recycled materials, and an explanation of the benefits of using RAP.  The document can be downloaded or obtained by calling the CAPA Office at (303) 741-6150.

THE MEDIA ATTENTION ON POTHOLES continues this spring.  The CAPA developed media advisory entitled Spring Pothole Season Could Be Worst Ever – Deferring Maintenance is Considered a Leading Cause was featured in the Greeley Tribune and the Rocky Mountain News.  Also, at the request of several of our agency members, a Pothole Fact Sheet has been developed to address the anti-asphalt promotional campaign for concrete pavement which is being co-led by the Colorado Ready Mixed Concrete Association (CRMCA).

BEST PRACTICES IN USE OF RECYCLED ASPHALT PAVEMENT
Once again the City of Lakewood is leading the way on innovative use of hot mix asphalt pavement. The 2007 Lakewood street improvement contract includes the following provision that allows 30% RAP. Here is the provision:
[Mixes used on collector streets overlay shall not contain more than 20% RAP. Mixes used on all patching and residential streets overlay shall not contain more than 30% RAP.]

POTHOLE PROBLEM TIED TO DEFERRED MAINTENANCE Due to the severity of the weather this winter, we are seeing unprecedented levels of deterioration of pavements.  The fact that agencies under fund road repairs causing deferred maintenance is not helping.  Comments from CAPA’s Tom Peterson are included here.

OVER 300,000 TONS OF SMA PLACED IN COLORADO IN 2006 The use of stone matrix asphalt (SMA) increased significantly in 2006. Over 300,000 tons were placed. A majority of the SMA was placed for projects in CDOT Region 6 (metro Denver). A complete list of Colorado SMA Projects since the inception of its use is available as a download. For more information on the use of SMA, contact CAPA Research Engineer Denis Donnelly at (303) 548-5558 or request a copy of the NAPA technical publication (QIS 122) entitled Designing and Constructing SMA Mixtures – State-of-the-Practice.

THE NEWEST NAPA PUBLICATION ON "RAP AND RECYCLING" is a joint publication of NAPA, AASHTO, and FHWA. Recycling asphalt pavement into HMA saves precious natural resources and reduces the cost of pavement for the traveling public. This publication provides practical guidelines for HMA mixtures with at least 25 percent RAP, including materials evaluation, mix design, plant verification, and quality control necessary to produce a quality pavement. PROCEDURES FOR ADDRESSING BUMPS CREATED IN OVERLAYS BY CRACK SEALANT The development of bumps in the surface of hot-mix asphalt (HMA) overlays caused by underlying crack sealant has been a problem for many years. These bumps may not occur in all cases, but when they do, they may affect ride quality as well as pavement performance due to poor density and cracking at the location of the bump. CDOT has developed a “Bump in Overlays” Design Bulletin that provides alternatives to minimize the occurrence of this problem.

CAPA ISSUES POTHOLE MEDIA ADVISORY “With inadequate funding it is difficult to use the right repair strategy at the right time and agencies are forced more into a worst-first approach and reacting to the biggest problems – which tend to be the biggest potholes.” Deferred Maintenance are the primary causes of the pothole problem that some experts predict will be record proportions this year.  CAPA has issued a Pothole Media Advisory – Part II on the subject.  A handy reference is the APWA publication “The Hole Story – Facts and Fallacies of Potholes.”    A limited number of copies are available from the CAPA office by calling Michelle at (303) 741-6150.

Asphalt Issues Discussed at 74th Annual TRB Meeting The Annual Meeting of the Transportation Research Board was held in Washington D.C. on January 21-25, 2007. This year the annual meeting attracted over 11,000 participants and consisted of 750 Sessions and meetings of many of the TRB technical committees.

CAPA's Research Consultant Denis Donnelly added numerous sessions including sessions on longitudinal joints, porous pavements, warm mix, recycled asphalt pavement, rubblization, etc. A summary report entitled TRB Notes 2007 are available as a download from the CAPA website.

A CD-ROM was included in the registration which included all the papers presented at the Annual meeting. The CD is available form the CAPA office or contacting Denis Donnelly at donnellyde@aol.com.
