NAPA has introduced two new publications, a sustainability report and a sr200companion brochure. In announcing the new publications, NAPA President Mike Acott commented, “For decades, the asphalt pavement industry has been proactive in reducing the impact of its operations on  the environment. The new report discusses some of the products we have developed – warm-mix asphalt, reuse/recycling, porous asphalt, and Perpetual Pavements – and shows how an accelerated deployment program could lead to even greater achievements.”   Full Story Download Sustainability Report

 

APCD Develops a Air Pollution Enforcement Guide

CDOT Sets Record for RAP Usage in 2009! The amount of recycled asphalt pavement (RAP) used in Colorado continues to increase. CDOT led the way in 2009 with a 70% increase from 80,000 tons to 135,000 tons. A number of local agencies made specification changes to match the CDOT RAP specification by allowing 25% RAP in lower lifts and 20% in the top mat. See the joint CAPA/CDOT press release

Environmental Forum: HMA Production Facility/Sand & Gravel Operations When:  10:00am – 11:30am, Thursday, January 28, at CDHPE Offices, Room C1A   The APCD will hold a 90 minute inspection/enforcement presentation meeting w/CAPA members.  The meeting will be to provide a general overview of the inspection and enforcement process that APCD conducts. This meeting is intended for environmental managers and facility/operation managers. To attend, contact Tom Peterson at tompeterson@co-asphalt.com

Environmental Update:  A couple of activities are in the planning phase working with the CDHPE-Air Pollution Control Division.  If you would like to be involved, please contact the CAPA office at office@co-asphalt.com 

      • Portable Source Permitting Requirements:  A joint CAPA/APCD meeting will be planned for hopefully sometime before the end of the year to discuss portable source permitting requirements and consider what changes could be made to provide more flexibility to industry. 
      • Air Division Inspection/Enforcement Flowchart & Forum:  A forum will be planned in late January with CAPA to discuss the Air Division Inspection and Enforcement process and requirements.  The APCD will develop an enforcement document (flow chart) that will help explain the inspection/enforcement process and how it works.  They will also explain any pending or completed rule changes that affect our industry.

      Eugene Wins Statewide Sustainability Award for Use of 55,000 Tons of Warm Mix Asphalt The City of Eugene, Oregon received the 2009 Julian Prize for Sustainability for its use of warm-mix asphalt to repair streets. The award, which included a certificate for a tree to be planted in Eugene in recognition of the accomplishment, was presented at the fall conference of the Oregon Chapter of the American Public Works Association in Grand Ronde. City staff had long been intrigued by warm-mix asphalt for its multiple benefits of reduced energy requirements, lower emissions, greater adaptability to recycled materials, and enhanced pavement life. Working with the Asphalt Pavement Association of Oregon and resources at the Texas Department of Transportation, staff developed a unique specification for use on city projects. A pilot project was implemented on the paving of Roosevelt Boulevard last spring, and the results were so encouraging that staff expanded the option to use warm mix on most of this year's paving repair projects. Producers and contractors also saw great benefits in the use of warm mix, and chose to use it on a total of 14 city paving projects, laying a total of 55,000 tons. Staff calculated that this reduced greenhouse gas emissions by approximately 190 metric tons.  "Through research, cooperation with industry groups and a willingness to step outside of the box, the City of Eugene was able to work with local contractors and asphalt concrete producers to bring a new more sustainable paving product to market in the Eugene-Springfield area," says Matt Rodriguez, manager of the city's pavement preservation program.       NAPA President Mike Acott testified to Congress on Sustainable Asphalt Technology, www.hotmix.org Sustainability Report Gets the Word Out   NAPA has released a major new publication, the asphalt pavement industry's first-ever sustainability report. Entitled Black and Green: Sustainable Asphalt, Now and Tomorrow, the report highlights the ways in which the asphalt industry's everyday practices address climate change, improve air quality and water quality, provide green jobs, and reduce the carbon footprint of pavements. The 12-page report can be downloaded from www.hotmix.org/sustainability.

      LEED Credit for Asphalt Pavement

      Tables have been developed to show for the different LEED programs the potential credits attainable by using asphalt pavements.  Each table provides the rating category, credit description, available points, and a discussion of the applicability/contribution that asphalt pavements have in attaining credits.  This information has been provided for a variety pf LEED programs.   The tables can be downloaded from the Resources section of the CAPA website.

      RMAEC Hosts Environmental Compliance Webinar

      “Environmental Compliance for HMA Production Facilities in Colorado” The webinar will be held at 11:30am - 1:00pm, Monday, June 1. The instructors will be CDHPE-APCD representatives. There is a $25 cost for a web connection. This webinar is intended for HMA plant operators, operational managers, environmental managers, environmental consultants to the HMA industry. The webinar will discuss new developments and current information on enforcement, O & M plan requirements, and permitting including generators.

      RECYCLING

      INDUSTRY LEADERS DISCUSS RECYCLING WITH
      KEY AGENCY REPRESENTATIVES

      Members of the CAPA Executive Committee met with CDOT Executive Director Tom Norton and Chief Engineer Craig Siracusa to discuss among other things, the cost increases in construction materials. One key topic was the discussion of the benefit of contractor retained rotomillings from paving projects. Follow-up efforts will be taken by CDOT working with CAPA. Also, current NAPA Chairman Jim Roberts of Granite Construction and others from NAPA met with the leadership of the American Association of State Highway and Transportation Officials (AASHTO) and the Federal Highway Administration (FHWA) recently. Items covered include escalator clauses, accuracy of engineers' estimates, and ways to mitigate material cost increases. Discussion centered on the opportunities for increasing the reclaimed asphalt pavement (RAP) content of asphalt mixes. AASHTO, FHWA, and NAPA plan to work together on this issue.

      NAPA ESTABLISHES RECYCLING TASK FORCE
      Following the meeting with FHWA and AASHTO, and based on recommendations from NAPA's Energy Task Force, Jim Roberts announced the formation of a new Task Force on Recycling. The key focus areas are communicating the changing business environment and the economics of recycling, developing guidelines on the use of higher RAP content mixtures, and conducting a technology transfer program. As part of this effort, NAPA will be conducting a survey of its membership so that we can better understand RAP usage and potential barriers to its use. The Recycling Task Force will meet at the Mid-year Meetings.

      NAPA PUBLISHES SPECIAL"ASPHALT SAVING" SPECIAL REPORT
      A NAPA Special Report summarizing practices that can help you make the most of liquid asphalt supplies has been prepared by Dave Newcomb, NAPA's Vice President-Research & Technology. This report entitled, Five Ways to Save Your Asphalt, includes some highly practical suggestions on how to stretch your asphalt supplies for upcoming projects.       STORMWATER TRAINING SET FOR JUNE 22
      A 1 day Stormwater Training Seminar has been planned for Thursday, June 22. The event is being hosted by Aggregate Industries and is in cooperation with CAPA and CRMCA/CRPA. The event is intended for environmental specialists in the ready mixed concrete, asphalt, and sand and gravel areas. Registration Information is attached.

      ASPHALT - THE ENVIRONMENTALLY FRIENDLY PAVEMENT
      Porous pavement is quickly becoming recognized as an environmentally friendly pavement for parking lots. There is plenty of information on the design and construction of porous asphalt pavement parking lots on NAPA's website. Click here, for more infromation.       Transferring information into knowledge....RAP and stormwater runoff. Several communities throughout the country have voiced concern over the issue of stormwater runoff from asphalt lots and RAP. Some of this concern likely stems from newspaper articles in the last six months that identified potential problems with stormwater runoff from lots sealed with coal tar. NAPA has developed Special Report on Reclaimed Asphalt Pavement: Stockpile Emissions and Leachate (SR-190).       HMA Production Facility Environmental Fact Sheet

      A newly revised version of the proposed General Permit for HMA Plants in Colorado has been developed by the Air Pollution Control Division of the Department of Public Health and Environment. The new version of the Draft General Permit contains a number of changes requested by industry through CAPA. Please review and contact Jamie Gaboriau at Jamie.Gaboriau@aggregate-us.com or Tom Peterson at tompeterson@co-asphalt.com if you have any comments. A meeting with APCD officials will be held once we have summarized all of the industry comments. Once in place, the General Permit process is expected to reduce the time and cost of asphalt plant permitting.

      ENVIRONMENTAL PROCESS FOR HMA PLANTS DESCRIBED IN "FACT SHEET" It is sometimes challenging to answer the questions and concerns that citizens and planning commissions have regarding hot mix asphalt production facilities. To address this, CAPA is partnering with the Colorado Department of Public Health - Air Pollution Control Division (APCD) to develop a straight forward document that explains the permitting process and how our industry is regulated. A revised version of the HMA Plant Fact Sheet has been developed and can be reviewed from the CAPA website. Comments should be addressed to either Tom Peterson at tompeterson@co-asphalt.com or to Jamie Gaboriau at jamie.gaboriau@aggregate.com.


      GENERAL PERMIT FOR HMA PRODUCTION FACILITIES IS COMPLETE

      The development of a General Permit for HMA Production Facilities in Colorado is near complete!! A proposed final version has been developed and has been submitted to CAPA for review prior to a 30 day public comment period. The use of the permit is expected to reduce the time and cost of permitting asphalt plants in Colorado and streamline the permitting process. The final version [GENERAL CONSTRUCTION PERMIT – Hot Mix Asphalt Production Facilities] is posted on the CAPA website and available for comment. The permit allows for the following production levels:

      - Production shall not exceed 650 tons/hour and 750,000 tons/year
      - For the period November 1
      – February 28/29, production shall not exceed 3,200 tons/day
      - For the period March 1
      – October 31, production shall not exceed 4,700 tons/day

      Pollution Prevention Tips
      The Air Pollution Control Division has compiled pollution prevention (P2) ideas for several common industrial sectors and operations-- just click on the sector of interest and go! The division prepared the idea lists as a tool for its permit writers and permit applicants to quickly and easily access P2 information. The idea lists are not exhaustive, but are meant to inform businesses on feasible P2 and energy efficiency measures. The idea lists may also contain references to other sources and links to other web sites.
