FAA ISSUES REVISION TO CONSTRUCTION SPECIFICATIONS, REVISED MARCH 2008

As a result of the discussion at the CAPA/FAA meeting of February 27 and subsequent discussion, the Northwest Mt. Region Notice C-1 has been revised to adjust the VMA action/suspension tolerances for both the 401 and 403 requirements. The -.25% and -.5% limits have been revised to - 1.0% and -1.5%. Thanks Kyle Alpha of United Companies and Monte Symons of the AAPTP for their great efforts on this one.

 

AAPTANeed information on Airport issues, link to visit the Airfield Asphalt Pavement Technology Program (AAPTP) site which is to deliver applied research on asphalt airfield pavements that provides high quality, cost-effective asphalt pavements. The research projects will be focused on improving quality of hot mix asphalt (HMA), reducing costs, improving safety and providing training on HMA materials.

The AAPTP was established in 2004 through a cooperative agreement between the Federal Aviation Administration and Auburn University. Although closely related, the AAPTP is set up separately and operates independently from the National Center for Asphalt Technology (NCAT).

FAA ISSUES REVISION TO CONSTRUCTION SPECIFICATIONS

The FAA Northwest Mountain Region has issued Notice B-3, a revision to Construction Standards.  The notice clarifies a number of issues that were discussed with FAA representatives at a joint FAA/CAPA meeting in November.  These issues include requirements related to test sections, testing facilities, asphalt binders, use of mechanical hammers, etc.  Questions can be addressed directly to Jack Scott, P.E., FAA Regional Construction and Pavement Engineer, at (425) 227-2622.

2007 PLANNED AIRPORT CONSTRUCTION (ASPHALT)  A productive meeting with FAA representatives, airport design consultants, and CAPA members was held on October 26.  Brad Davis of the FAA Denver ADO explained the list of 2007 Planned Airport Construction (Asphalt) Projects.  Also, Denver FAA ADO Director Craig Sparks explained the challenges of programming discretionary funded projects and FAA Northwest Mountain Region Pavement & Construction Engineer Jack Scott discussed a number of technical issues with the CAPA members.  These issues include test sections, ATPB, lab certification, asphalt binder sources.  Jack indicated that he will consider change to several of these issues as part of the proposed B-3 Regional Notice that is expected to be issued this winter.  For more information, contact Tom Peterson at tompeterson@co-asphalt.com

REQUEST FOR PROPOSALS

The City of Boulder is soliciting Statements of Qualifications (SOQ) and Experience for Airport Engineering Services at Boulder Municipal Airport.  The consultant will provide engineering services for a period of five (5) years, to include the design for rehabilitation of the main aircraft parking apron and western half of the parallel taxiway.  Project will include reconfiguration of parking apron taxilanes and tie-downs.  This work will be performed and constructed under two Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grants to the airport.
