That's because city and county road managers recently decided to increase the amount of recycled asphalt that can be used in paving projects. Now, 20 percent of the black goo laid on streets can be composed of old asphalt taken up from tattered roads, with up to 25 percent with engineers' approval. The new standard is.....

CAPA and the membership come together to build a "Porous HMA Project".
Several of the member companies of the Colorado Asphalt Pavement Association came togeter recently to construct a "Porous HMA" demo project at the Denver Waste Water building, 2000 West 3rd Avenue, Denver, CO.
Those involved in the project included: Aggregate Industries, APC, Brannan Sand and Gravel, Kiewit Western, Lafarge, Premier Paving, Vance Brothers, Sem Materials,CTL/Thompson, Kleinfelder, Terracon.
A Press event was held on "Earth Day" April 22, 2008 to annonce the project and more than 100 persons attended the event.

CAPA Board Approves Resolution in Support of Beltway to Tomorrow The key part of the resolution is the following,

US Department of Labor Rejects CDOT Action to apply Davis-Bacon Wages to Truck Drivers - CAPA Member Rocky Mountain Materials & Asphalt of Colorado Springs has been in a lengthy dispute with CDOT over the issue of CDOT applying Davis Bacon wage requirements to truck drivers involved in the project. CDOT requested support from the U.S. Department of Labor - Employment Standards Administration in Dallas Texas. The Department of Labor reviewed the issue and responded by stating "... there is not enough information to proceed with administrative action." Thus, not supporting a change to long standing practice that truck drivers are NOT subject to Davis Bacon wages. The US Department of Labor Prevailing Wage Letter is available from the CAPA website.
Environmental Issues for HMA Facilities
The Colorado Asphalt Pavement Association (CAPA) is hosting an Environmental Issues for HMA Facilities - An Informational Forum at 9:00 am, Wednesday, April 9, 2008 at the CAPA Office. The event is being held in cooperation with the state CDHPE - Air Pollution Control Division. All member company environmental specialists are encouraged to attend. DENVER (KWGN) — It's easy to take them for granted, but the roads we drive on are getting greener.
"We think so," said Tom Peterson, Executive Director of the Colorado Asphalt Pavement Association. "Asphalt is 100% recyclable." This is a big week for the asphalt industry. "We're trying to showcase it here at the largest asphalt convention in the country. The theme of this conference is environmental sustainability, pave green with asphalt," said Peterson.
Black is the new 'green' according to Peterson. "We're talking recycling, we're talking reducing pavement noise, we're improving water quality throughout pavements."
Old roads are being recycled into new ones, harmful chemicals used to haul and dump asphalt are getting replaced by cleaner ones. Asphalt technology has certainly come a long way. In fact, it's environmentally-friendly enough to be considered a part of building 'green,' like porous parking lots.
Peterson said, "The porous pavement allows a reduction in storm water run-off and retention. That's a technology that's being looked into as a way to build green from a parking lot standpoint."
Just like your car, fuel economy is key to paving behemoths like rollers and pavers. "Every piece of our products has tier-three engines that allow you to burn cleaner fuel. Getting a lot more use out of the product with using a lot less fuel is certainly the goal," said Doug Corley with Power Equipment Company.
"If we can build our pavements with the right components, with the right materials and maintain them correctly they can last longer, if not perpetually," finished Tom.

Warm-Mix Asphalt New Website One of the most discussed topics at the recent NAPA Convention was the use of warm mix asphalt (WMA). Warm mix asphalt has the potential of reducing the temperatures at which the material is mixed and placed on the roadway by 50 to 100 degrees Fahrenheit. Benefits include the ability to pave in colder temperatures, a reduction in plant energy costs and decreasing plant emissions. To support the use of the warm mix asphalt technology, a new website has been established www.warmmixasphalt.com The website, which is provided by NAPA and the State Asphalt Pavement Associations, provides information about WMA including publications, Power point presentations, and links to the technology providers’ web sites.

AGGREGATE QUALITY TASK FORCE (Part II) The kickoff meeting of the newly established Aggregate Quality Task Force will be held on 1:00pm, Wednesday, December 12, 2007, at the CDOT N. Holly Office, Turnpike Conference Room. The Task Force has a specific focus to evaluate the following two issues: fine aggregate specific gravity test requirements, aggregate soak time for CP-L-4211 (Micro Duval). Golf tournament a big success, Scholarship announcement information is being distributed
The 2007 Golf tournament was a great success in raising funds to provide the opportunity to send people to NCAT to attend the Short Course in Asphalt Technology. This course has been widely attended in past years. The scholarship money raised from the Golfers and sponsores will provide the opportunity for many to attend the Short course at the NCAT Facilities in Auburn, Alabama.

Local Agency Forcast for HMA supply at the plant is being distributed
CAPA is again this year compiling information on the local Agency plans for the use of HMA in 2008. We have put together a short survey which can be completed in 5 to 10 minutes. This is a program that helps the suppliers in preparing for the placement and sales of HMA from the plant.

Construction Career Days a big success!
On Wednesday October 3rd and Thursday October 4th CAPA partnered with a number of organizations including CCA as part of the Construction Career Days event. The event was held at the Adams County Fair Grounds. We constructed a Road building demo with the help of LaFarge NA who supplied class 6 road base, Brannan Sand and Gravel who supplied HMA, Honnen Equipment who supplied John Deere 310 loader to move the base into position and remove it at the completion of the event, and Faris Machinery who provided a vibratory steel wheel roller. CDOT region 6 maintenance supplied their Ingersol Rand 5110 paver to place the HMA.
We also had help for Clayton Goodwin of the City and County of Denver and Mike Kresnik of Brannan Sand and Gravel on Wednesday as the hosts for our demo. On Thursday the demo was staffed by Mike Skinner from CTL/Thompson, Chris Campbell from Faris Machinery and Tom Clayton from CAPA along with three staffers from CDOT region 6 maintenance.
More than 1200 high school Junior and Senior attended the event from as far away as Fort Collins, a nd Colorado Springs. This event will be follow up in the spring with a Construction Career Days job fair. More information will be available on the job fair early in 2008.

CAPA HOSTS GOVERNOR’S BLUE RIBBON TRANSPORTATION PANEL
CAPA joined other business and community leaders in Colorado Springs for a reception for the Governor’s Blue Ribbon Transportation Panel. The event was held Wednesday eveing, October 3, at the Sun Bird Restaurant and was co-sponsored by CAPA, CH2MHill, and the Colorado Springs Chamber of Commerce. CDOT Executive Director Russ George, Transportation Commissioner Terry Schooler, and a number of local elected officials joined Panel members at the event.
ASPHALT MAINTENANCE COMMITTEE HAS KICK-OFF MEETING
The inaugural meeting of the newly created Asphalt Maintenance Committee was held at the CAPA Office on Friday, September 21. In attendance were the following; Ben Vagher – A-1 Chipseal, Doug Jones – Alpha Milling Inc., Tom DeLorbe and Dan Quire – SEM Materials, Wayne Leiser – CASI, Mike Horn – Foothills Paving & Maintenance, and Tom Peterson – CAPA. The group brainstormed a preliminary goal of the committee and discussed how the committee would be structured. MORE VOLUNTEERS ARE NEEDED!! GOLF EVENT A SUCCESS - The Annual CAPA Golf Event was a success. The event was sold out with a waiting list of 4 to 6 4-somes and approximately $8,000 was raised for the joint APWA/CAPA Asphalt Technology Scholarship Fund Raiser. PAVING FROM AROUND THE STATE
In a western slope visit we visited the Cornerstone subdivision Southwest of Montrose to observe United Companies placing HMA in the new streets being constructed. United had some real challenges in placing materials for this project. The roads were only wide enough to have one truck on them at a time due to needed space to get the trucks turned around so the material could be placed on the grade to be picked up by the materials transfer device

Brannan Sand and Gravel was recently placing SMA in West Mineral Avenue between South Broadway and South Park Drive. The materials were being placed to reduce noise to the residential units along the North side of the street and for durability and traction.
PARTNERSHIPS EXPANDS TO WESTERN SLOPE
Add Mesa State College in Grand Junction to the growing list of those CAPA is working with to expand asphalt education in Colorado. The CAPA Board of Directors met with representatives of Mesa State College in Grand Junction on September 6 to discuss the college’s new construction management program within the Business School. Tom Peterson has been added to the Advisory Board of the Mesa State College Construction Management Program.

INCENTIVES FOR ROADWAY SMOOTHNESS TO INCREASE
The joint industry/CDOT Smoothness Task Force has recommended a doubling of the current incentive for smoothness on HMA paving projects. The current $0.32/sqyd would be increased to $0.64/sqyd. The CDOT MAC agreed to the recommendation and it is expected that the change will be made an incorporated into 2008 projects. The Task Force Meeting Minutes – September 5 are available from the CAPA website. It is proposed that disincentives would be increased up to the point of corrective work. PAVING FROM AROUND THE STATE
In a recent visit to Northern Colorado we visited two project being paved by Aggregate Industries (AI), Highway 85 from south of Evans into Greeley and I-25 south of Longmont.
The Highway 85 project has been challenging as it included the use of a Reflective Crack Interlayer (RCI). This is the second of two RCI projects placed by AI in 2007. The first RCI project was placed on SH 34 east of Greeley, Colorado over a composite pavement with SemMaterials, L.P.technology. The SH 85 project was placed directly over PCC on a portion of the project while the remaining portion of the project was placed using a conventional HMA mixture. The project also had a bridge structure within the limits to be resurfaced and intersections were rebuilt as well. The project is expected to be completed later this month.
The I-25 (north of Longmont near the Mead exit) project was a rubbilization project. Two different methods were utilized during rubbilization, a multi-head breaker and a resonant breaker machine. The multi-head was used northbound and the resonant breaker was used in the southbound lanes. All work was completed at night with grading SX hot mix asphalt placed on the rubblized pavement prior to the return of traffic. A second lift of SX grading HMA was placed to be followed with a layer of SMA as the final wearing surface.
Glenwood Springs: Recently we visited CAPA member Grand River Construction in Glenwood Springs. On the day of our visit we found them working hard at finishing up a City CIP project in West Glenwood Springs. The project consisted of Re-grading the existing road right of way, improving curb and gutter and placement of the new HMA. The paving portion of the project was being completed on time with minimal disruption to the local residents. Gregg and John Rippy were out working hard on the project along with the paving crew.
Grand Junction: CAPA member United Companies of Mesa County continues to move forward with the placement of HMA on the Riverside Parkway. The Parkway is the new belt way along the west and southern portions of Grand Junction and designed to help eliminate traffic congestion from the downtown area. The HMA being placed is 100 gyration mix, with a 64-22 binder in the bottom lifts, and a 76-28 binder in the top lift. The material placed is utilizing 15% RAP in all lifts of HMA in the access road to the SEM Materials plant, and in the rest of the parkway. The new access for SEM will improve the safety for persons entering and exiting the plant. The project is progressing on schedule according to Jim Bryan and scheduled for opening in 2008.
CAPA ISSUES NEW PERSPECTIVE ON TRANSPORTATION FUNDING
Safe and Smooth Colorado Roads Initiative is the title of the 3rd and most recent perspective from CAPA on Transportation Funding. The perspective has been provided to Governor Ritter’s Transportation Finance and Implementation Panel and encourages information on the Missouri program that increased roadway repair funding by $400 Million in the, Show Me State.
GREELEY USES FABRIC UNDER CHIPSEAL
The City of Greeley in partnership with Vance Brothers, Marifi paving fabrics and A-1 chipseal held a demonstration project on August 9, 2007. They placed a tack coat, Marafi 100 lb paving fabric in two locations and then placed a typical chipseal over the fabric. This treatment has been used in other regions in the country, but has recently been introduced in Colorado. One other project had been completed in Boulder County earlier in August. THE BALL STARTS TURNING ON FEDERAL TRANSPORTATION FUNDING
A CDOT coordinated SAFETEA-LU Reauthorization Steering Committee has been formed to support the timely and successful reauthorization of the Federal transportation funding legislation. CAPA’s Tom Peterson is a member of the Committee. The August 8 meeting of the committee included an informative presentation on understanding the Federal Surface Transportation Funding. WARM MIX ASPHALT BEING PLACED ON I-70
A test and evaluation section of warm mix asphalt (WMA) is being placed on I-70 near Eisenhower Tunnel. The project is being administered by CDOT Region 1. The hot mix asphalt material is being produced by CAPA Member Everist Materials in Silverthorne and placed by CAPA Member Asphalt Paving Co. Three different types of WMA additive are being evaluated in 500 to 1,000 ton sections. Typical temperature of the standard SX mix for this project were approximately 305 o F at the plant whereas; the warm mix asphalt temperatures were measured at approximately 250 o F at the plant and 240 o F at the paver. RUBBLIZATION PLUS ASPHALT OVERLAY OF I-25 NORTH
A three mile section of existing concrete pavement on I-25 (north of Longmont) is being rubblized with a 7” section of hot mix asphalt overlay placed on the surface. CAPA Member Aggregate Industries is the paving contractor for the $9 million project. Both the resonant breaker and the multi-head breaker modes of rubblization are being utilized. ASPHALT IS CLEAR WINNER IN RECENT ALTERNATE BIDS WITH CONCRETE - Asphalt pavement has been selected as the clear winner in two recent alternate bids. Based on information from CAPA, the Town of Elizabeth allowed an asphalt option for the first time ever and asphalt was selected for the 20,000 ton street improvement project. Also, El Paso County allowed a concrete option for the planned reconstruction of Academy Blvd. However, asphalt was selected.
The CAPA promotional sticker campaign continues. As of today more than 300 stickers have been distributed. We have seen pictures back for the installation from one of the contractors who had them installed on equipment, delivery trucks, and water trucks (see photos). We, as of mid July have had two large promotional banners produced one installed and one 3' X 15' ready to be shipped to you for installation. We will post additional photos as we receive them.
CAPA ESTABLISHES SCHOLARSHIP PROGRAM AT CSU
The Colorado Asphalt Pavement Association (CAPA) has furthered its partnership with
Colorado State University by establishing a scholarship program for undergraduate students
who have demonstrated interest in asphalt technology and/or the road construction industry.
“We feel that the scholarship program will help attract quality students to our industry and
further our work force development efforts,” stated CAPA Board Member and CSU Alum
Jeff Keller of Asphalt Paving Co. Inc. Both construction management and civil engineering
students are eligible for the scholarship. An announcement of the new scholarship program was
made at CSU on July 10 by CAPA Executive Director Tom Peterson, April Mason, Dean,
College of Applied Human Sciences; Sandra Woods, Dean, College of Engineering;
Mostafa Khattab, Interim Head, Construction Management Department; Luis Garcia,
Head, Civil Engineering Department, CM Professor Scott Shuler; and Engineering
Professor Marvin Criswell.
The Colorado Asphalt Pavement Association is the voice of the 12 million ton/year asphalt

APWA & CAPA ANNOUNCE PARTNERSHIP FOR 2011 APWA CONGRESS
CAPA has signed on as a key supporter of the APWA 2011 Congress which will be hosted by the APWA Colorado Chapter and held at the Colorado Convention Center in Denver. Over 10,000 attendees are expected. APWA representatives Chris Jacobsen of the City of Lakewood and Paul Hindman of Urban Drainage met with the CAPA Marketing Committee on May 18 and finalized the arrangement. “Our partnership with the APWA has never been stronger and we are glad to support the Colorado Chapter to help make the 2011 APWA Congress a success,” stated Keary Brown of Asphalt Paving Company and Chairman of the CAPA Marketing Committee. As part of the arrangement, CAPA will be recognized through a variety of opportunities over the coming 5 years.
