Congratulations to the 2002 "Best in Colorado"
Asphalt Pavement Award Winners

Best Overall Quality, Urban Highway Resurfacing

Project: U S Hwy 50, 550 & SH 90 in Montrose
Owner: Colorado Department of Transportation, Region 3
Contractor: United Companies, Inc.
This project was the resurfacing of US 50, US 550 and SH 90 in the City of Montrose and Montrose County. The project involved the milling of 1.5” of the existing pavement during night hours with the exception of areas near motels to minimize disturbance to business. Along the city reaches of the project, parking stalls were impacted and due to a very intensive public notification program, not one vehicle required towing. The two travel lanes were paved first to obtain the smoothest ride possible followed by the parking area to keep business disruption to a minimum. The first lift of pavement was a leveling course followed by the final 1.5” lift of SX grading, 100 gyration HMA with a PG 76-28 binder.

Project: US Hwy 6, Under Dillon Reservoir
Owner: Colorado Department of Transportation, Region 1
This project was the resurfacing of US 50, US 550 and SH 90 in the City of Montrose and Montrose County. Project: U S Hwy 50, West of Granada
Owner: Colorado Department of Transportation, Region 2
Contractor: Kirkland Construction
This project was the resurfacing of US 50 between Granada and Lamar. The project was not milled prior to the placing of the 2 lifts of S grading, 100 gyration, HMA with a PG 64-22 binder. Kirkland used an adjustable wedge-joint device along with a weighted steel drum roller to compact the longitudinal joint and shuttle buggy to reduce segregation on the project and to provide a continuous placement of mix. The paving crew worked meticulously to provide a smooth riding surface. Final average profilograph readings were less than 5” mile.

Project: South Shields Street Improvements
Agency: City of Fort Collins
Contractor: Connell Resources, Inc.
This project was the resurfacing of the four approaches to and the intersection of South Shields Street and Prospect Street, on of the highest traffic volume intersections in the City of Fort Collins. The project involved the reconstruction and widening of a four lane arterial, including bike lanes, parkways, 8 ft. wide sidewalk and a transit pull-out stop. It included a 4” mill and overlay of an arterial intersection with traffic counts of 50,000 vehicles per day. In addition, it required access to businesses and residences. Project time was 456 days with completion prior to August 10th, before the Colorado State University student influx begins. The project team, consisting of personnel from the city, contractor, subcontractors and surround retail businesses held periodic meetings to plan and keep the project moving forward. These meetings used a technique they called FEAR. A board reviewed scenarios of “what could go wrong” in order to anticipate any possible problem that would be encountered on the project. Businesses affected by the construction along with residents were notified in a weekly written update, emails and face to face meetings to inform them of construction schedules and progress of the project.

Project: Majestic Commerce Center
Owner: Commerce Construction
Contractor: Aggregate Industries, Inc.
This project was the construction of North Windsor Drive and the parking lot and dock ramp areas to Building 23 in the Majestic Commerce Center
warehouse area. The paving consisted of 2 lifts of S grading 100 gyration mix using PG 64-22 binder.

Project: Durango Air Tanker Park
Owner: USDA – Forest Service – Rocky Mountain Region
Contractor: Four Corners Materials
This US Forest Service facility project consisted of the construction of an air tanker loading area and parking lot for an office building at the Durango airport for the loading of fire fighting air tanker planes enabling quick turn around times for fire fighting. A large loading area was constructed with connections to the taxiway allowing for a one-way direction to and from the tanker loading area. Paving consisted of two lifts of SX grading, 75 gyration mix using a PG 58-28 binder.

Project: U S Hwy 40, Kansas West
Owner: Colorado Department of Transportation, Region 1
Contractor: Lafarge North America
This approximate 20 mile project from the Kansas State line west involved the cooperation between Cheyenne County, utilizing their Energy Impact Assistance Funds and CDOT funding. Project involved the widening of roadway shoulders using pit run material for base construction supplied by Cheyenne County to the project at no cost. This cooperation made the widening possible. The paving consisted of 2 SX grading lifts of a 75 gyration mix using a PG 64-22 binder for the top lift.

Project: U S Hwy 50, 550 & SH 90 in Montrose
Owner: Colorado Department of Transportation
Contractor: United Companies, Inc.
This project was the resurfacing of US 50, US 550 and SH 90 in the City of Montrose and Montrose County and was also winner in the Urban Highway Resurfacing category. The smoothest paving crew award goes to the crew that produces the best improvement in surface smoothness from the original surface to the final surface. The paving crew for this project was able to achieve a 74% improvement in pavement smoothness.

This project was the reconstruction of a county highway in the Durango area. The project consisted of a base preparation followed by two lifts of SX grading, 75 gyration HMA with a PG 58-28 binder.

Project: I-225, Parker Road to 6th Avenue
Owner: Colorado Department of Transportation Region 6
Contractor: Kiewit Western Company
This project consisted of the night placement of a SMA surfacing on the mainline of I-225 in Aurora. The SMA surfacing was placed over a micro-surfacing rut filling and leveling course. The badly cracked PCCP panels were replaced prior to the rut and leveling micro-surfacing course. Roadway shoulders and on and off ramps received a SX grading 100 gyration overlay using a PG 64-22 binder. The SMA surface course was an open graded mix using a PG 76-28 binder.

Project: E-470, Segment IV
Owner: E-470 Public Highway Authority
Contractor: MKK Constructors
This project was the construction of the final section of E470 toll road connecting I-25 on the north side of the Denver Metro area to I-25 on the south side of the Denver Metro Area. This project involved the placing of three lifts of 100 gyration HMA. The bottom 4” lift was a grading SG with 15% RAP with a PG 64-22 final binder grade. The middle 3” lift was a grading S with 15% RAP with a PG 64-22 final binder grade. The top 2” lift was a grading S virgin mix with a PG 64-22 binder. The quantity of HMA placed in the three lifts was approximately 400,000 tons. The project received a 4% bonus on asphalt smoothness with profilograph readings in the 3-5” per mile range.

Project: Security Boulevard

Contractor: Rocky Mountain Materials and Asphalt, Inc.
This project was the resurfacing of a city street through a business-residential area requiring access to residences and business at all times. The project involved the replacement of curb, gutter and sidewalk, milling of approximately 80% of the roadway surface to a depth of 1 1 inches, installation of a geosynthetic paving fabric prior to the placing of 2 lifts of SX grading, 75 gyration HMA mix with a PG 64-28 binder. This was the roadway El Paso County DOT utilized SX grading mix.

Project: City of Fort Morgan Street Improvements
Owner: City of Fort Morgan
Contractor: Lafarge North America
This project was the reconstruction of city residential streets involving the milling of the existing 5-inch pavement followed by sub-grade stabilization using fly ash 13 inches deep and then a fine inch HMA mat consisting of a 3-inch lift of S grading 75-gyration HMA. The binder for both lifts of HMA was a PG 64-22. Since the project was in a residential area, it required constant communication between the contractor, city personnel residences and businesses.
